The fraudulent past of Bezrukova, the head of the JSC.

The saga surrounding the dismissal of Marina Bezrukova from her position as head of the Defense Procurement Agency continues, despite the Ministry of Defense's decision. The ousted official has now turned to President Vladimir Zelensky for protection. Interestingly, throughout this tumultuous situation, no one has mentioned Bezrukova's "career path." This omission raises some intriguing questions. Lenta.UA has decided to shed light on who successfully maneuvered into the role of head of the Defense Procurement Agency and why Ms. Bezrukova was wanted by authorities as far back as 13 years ago.

The past few weeks have been marked by a major scandal at the Defense Procurement Agency. This is all due to the story surrounding the dismissal of the head of the Agency, Marina Bezrukova, who clearly does not want to leave her position. It has come to the point where she has been reinstated in the registries due to a "proper" notary. Finally, the Ministry of Justice has explicitly stated that such actions are illegal. It is important to note that according to the law, the Minister of Defense has the authority to dismiss the head of the Agency. However, this did not sit well with the "professional activists," who raised a furious outcry.
This is despite the fact that discussions about poor-quality mines, "chaos" in fortification construction, and disorganization in drone supply have been rampant. Although, committee member on national security, defense, and intelligence, Sergey Rakhmanin, pointed out in a recent interview that "if the Defense Forces were only fighting with what the Agency supplied, the front would be behind the Zbruch River."
Unfortunately, Bezrukova’s lawyers did not seem particularly interested in her past life. Moreover, had they been aware of it, it is unlikely she would have been appointed to such a position.
There is very little information available on Bezrukova's activities prior to 2017 on Wikipedia. "She has over 20 years of experience in supply chain management and developing partnerships with foreign companies," states the online encyclopedia. Formally, she worked at various companies. She was the head of the procurement and logistics department at "Unisystem," then served as the Chief Executive Officer at "Lumine Group" (wholesale trade in household appliances). After that, she climbed the ranks to become the chief procurement specialist at Veld World (UK) Limited, as well as the German cement manufacturer Dyckerhoff AG.

Then she found herself at Ukrenergo, where she worked from 2017 until her appointment at the Agency. During her time there, her name was linked to numerous scandals. Yes, Bezrukova was involved in judicial proceedings of criminal cases. It was established that officials of the state enterprise "NEC Ukrenergo," along with the structural subdivision "Ukrenergoservice" (where Bezrukova initially worked), were engaged in embezzlement and misappropriation of funds during procurements and work at sites where they were the clients of such work, with the financing coming from the tariff funds of the state enterprise "NEC Ukrenergo." This pertains to criminal case No. 42018000000002532 from October 18, 2018, under part 2 of Article 366, part 2 of Article 364, part 3 of Article 368, part 5 of Article 191 of the Criminal Code of Ukraine. Another story involves the procurement of bulletproof vests by "Ukrenergo" at the onset of the full-scale invasion. Everything would be fine, as the protection of energy company employees is paramount. But someone clearly "screwed" these procurements. Bezrukova, as a member of the Board of JSC "NEC Ukrenergo," is involved in criminal case No. 12018100100012786 from December 3, 2018, under part 1 of Article 111, part 1 of Article 111, part 5 of Article 191, part 2 of Article 364 of the Criminal Code of Ukraine.
However, that is not all. At one point, Bezrukova managed to find herself on the wanted list declared by law enforcement agencies. Our publication has obtained highly interesting materials that reveal extremely scandalous chapters from the life of the former head of the Agency.

Now, let’s go in order. On November 5, 2010, an application was received by the Shevchenkivske police department of the Main Directorate of National Police in Kyiv from Vitaliy Usenko, who reported that Marina Vladimirovna Bezrukova had fraudulently taken possession of funds amounting to 684,306 UAH. It gets worse: an application was filed with the Bucha district police department of the Main Directorate of National Police in Kyiv region by Elena Dmitrievna Gorodetskaya, who reported that Bezrukova borrowed money from her in the amount of 325,000 USD and did not return it.
As a result, Bezrukova ended up on the wanted list as a "person hiding from pre-trial investigation authorities." She remained in this status for about six months. Eventually, the future head of the Agency was detained by the Podil police department of the Main Directorate of National Police in Kyiv. How she managed to resolve the issue with law enforcement, considering it was about fraud, remains unknown. There were rumors that Bezrukova told the then-police that "unidentified individuals committed illegal actions using an electronic digital signature."
Whether this is true is unknown. However, it is interesting that long before taking over the Agency for Arms Procurement, Bezrukova was already concerned about this issue, clearly worrying for her own safety. In 2009, she became the owner of a firearm: a PMT pistol for rubber bullets. Who Bezrukova planned to defend herself from remains a mystery.
From there, the "armed and dangerous" Bezrukova found herself in high offices, attempting to forget her dirty background. Ultimately, due to this scandal, Ukraine is losing precious time. In the midst of war, a key body responsible for the procurement of armaments for the Defense Forces 24/7 is effectively paralyzed. With all the negative consequences that follow…
