Ukraine has submitted a "secret proposal" to Putin.
The Russian dictator stated that a representative from Turkey received some kind of proposal for Russia from Ukraine during the September session of the UN General Assembly in New York.

This information was relayed to the Kremlin, reports "Ukrainian Truth."
"Turkey has also put forward an initiative regarding the situation in the Black Sea: to ensure safe navigation, establish certain agreements and arrangements concerning the safety of nuclear energy facilities," he stated.
Putin agreed to the proposal, but later President Vladimir Zelensky unveiled the Victory Plan. This, according to the Kremlin head, negated the possibility of negotiations.
When asked to rate the chances of resolving the war with Ukraine on a scale from one to ten, Putin remarked that he considers it impractical to assign any numbers or scores.
