Most of Ukraine's administrative staff are not corrupt, according to Podolyak.

Mikhail Podolyak, advisor to the Head of the President's Office, stated that the majority of Ukraine's administrative apparatus is not corrupt. According to him, there are officials who are diligently fulfilling their responsibilities.
