Since the resumption of the registries and the "eOselya" service on January 22, 2025, and as of February 4, a total of 474 loans have been issued, of which 48 were given to internally displaced persons (IDPs), reported the press service of the Public Joint Stock Company "Ukrainian Financial Housing Company" ("Ukrfinzhytlo") to Interfax-Ukraine.
As previously reported, at the end of 2024, the conditions for IDPs were expanded: displaced persons can now choose housing for mortgage purchase that is up to 10 years old, whereas previously it was limited to 3 years. Due to these changes, IDPs now rank third among borrowers. According to "Ukrfinzhytlo," the majority of loans (186) issued since the beginning of the year have gone to Ukrainians who either do not have housing or whose housing does not meet the program's standards, with military personnel and security forces coming in second (162).
For comparison, in 2024, partner banks issued 8,515 loans, of which 268 were to IDPs, accounting for just over 3% of all preferential loans.
"Ukrfinzhytlo" notes that, de facto, many more IDPs have already become participants in the program but identified themselves under different categories. At the end of 2024, "Ukrfinzhytlo" and the Ministry of Social Policy conducted a verification of the number of IDPs in the program: at that time, there were 1,585 IDPs among all program clients, which constituted 11.3% of the total number of "eOselya" participants (meaning that when applying, people did not indicate their IDP status).
Participation in "eOselya" is made more accessible by local programs, where local authorities decide which categories will receive compensation. Two regions included IDPs in their lists of preferential categories: the Transcarpathian region compensates 3% annually for military personnel of the Armed Forces of Ukraine under contract, injured individuals, and persons with disabilities due to the war, as well as IDPs; the Chernivtsi region compensates 3% annually for military personnel of the Armed Forces of Ukraine under contract and security forces, war veterans and combat participants, persons with disabilities due to the war, and IDPs. Consequently, in Transcarpathia, compensation through the regional program was issued to 24 borrowers, while in Chernivtsi, it was 86, but there are no data on how many of them were specifically IDPs. In total, in 2024, such regional compensations were provided to 969 borrowers across several regions.
According to the company, among the tools that could make housing more affordable for IDPs is the potential involvement of the State Fund for Youth Housing Construction (Derzhmolodzhytlo) as an agent in the "eOselya" program. To do this, Derzhmolodzhytlo must undergo verification of credit procedures and "digitalize" to meet the program's requirements.
As previously reported by the Chairman of the Board of "Ukrfinzhytlo," Yevhen Metzger, the institution is considering establishing cooperation with Derzhmolodzhytlo, which has extensive expertise in working with targeted programs for IDPs. As clarified by "Interfax-Ukraine" in the press service, the cooperation mechanism is still being developed.
Earlier, it was reported that the Ministry of Economy of Ukraine plans to increase the number of loans issued under the state program of affordable mortgages "eOselya" in 2025 by 17.6%, reaching 10,000.
