The government has decided to allocate 15 billion UAH of unused funds from the Ministry of Social Policy to the "eRecovery" program, which aims to assist internally displaced persons in purchasing housing, announced Ukrainian President Volodymyr Zelensky.

"A decision has already been made to redirect the remaining funds from the Ministry of Social Policy program – 15 billion UAH – to the "eRecovery" program. These will be allocated this year. The government will also consider where to find additional funding," he stated at the meeting of the All-Ukrainian Congress of Local and Regional Authorities on Tuesday.

According to him, these funds will enable the purchase of housing for 10,000 families.

The funds will be provided to internally displaced persons from frontline regions, noted Prime Minister Denys Shmyhal.

As reported, the state budget for 2025 allocates 4 billion UAH for the "eRecovery" program, of which 3 billion UAH is for compensation for destroyed housing and 1 billion UAH for damaged housing.

The "eRecovery" program was launched in Ukraine on May 10, 2023, under which compensation of up to 200,000 UAH for repairs began to be received by owners of damaged housing. These funds can be used to purchase building materials, pay for construction work, and services from contractors who have the relevant codes to operate, and whose sellers have applied to participate in the program through the "Diia" portal. Since December, payments for major repairs of damaged residential properties have started – a maximum of 350,000 UAH for an apartment and 500,000 UAH for a private house.

From August 1, 2023, the "Diia" portal began accepting applications for compensation for housing destroyed due to the war. Compensations are paid to sole owners of housing that was destroyed due to hostilities after February 24, 2022, is irreparable, and is located in non-occupied territory. Since December 27, 2023, the issuance of housing certificates in "Diia" has commenced.
