Men Leaving the Country

The procedure and grounds for crossing the state border by citizens of Ukraine during the martial law period are established by the Cabinet of Ministers of Ukraine Resolution No. 57. This resolution also approves the rules for crossing the state border by Ukrainian citizens.

"The specified rules do not provide separate grounds for the departure of artists, actors, and other cultural figures, etc. Therefore, show business stars have the right to cross the border during martial law on general grounds," noted the lawyer.

It should be noted that individuals with disabilities, reserved men, and those entitled to deferment have the right to exit. Thus, cultural figures must confirm their relevant status that grants them the right to leave.

Singers Leaving the Country

"The Ministry of Culture and Strategic Communications of Ukraine supports the departures of various artists, creators, actors, musicians, journalists, and so forth. In particular, the Ministry issues letters of assistance for border crossing," added the lawyer.

Assistance in obtaining permission stipulates that the artist must promote the interests of Ukraine on the international stage and is obligated to return to the country.

"Therefore, it cannot be asserted that show business stars have a unified scheme for leaving the country. In this case, conscripted men have the right to exit based on the grounds and in the manner established by law," the lawyer further stated.

According to her, the legality of their crossing falls under the jurisdiction of the border service, which must verify the grounds for departure.

It is worth mentioning that Ukrainian rapper and producer Alexey Potapenko gave an interview to Russian journalist Yuri Dud. He commented on the backlash from Ukrainians regarding his departure abroad, stating that it was legal. Moreover, he claimed that he was requested to be there by people from the President's Office.
