In particular, according to the ministry's announcement, around 17,600 "special" pensioners will be subject to this regulation.

"We would like to emphasize that the restrictions will only apply to the amount of payment that is not part of the insurance pension (i.e., for which insurance contributions were not paid), and is an additional state payment for work in certain law enforcement or other structures," the agency noted.

The Ministry of Social Policy added that the decision to introduce limiting coefficients was made in the law "On the State Budget for 2025," as all expenses for special pensions are financed from the state budget.

"At the same time, the insurance part of pensions (i.e., funded by insurance contributions and guaranteed by the Constitution) will be paid without restrictions," the announcement emphasizes.

As reported, on January 3, the Cabinet of Ministers limited the payment of special pensions during the martial law period in 2025, for amounts exceeding 23,610 UAH – which is 10 living minimums for persons who have lost their ability to work, by introducing corresponding reducing coefficients for amounts that exceed this threshold.
