Ukraine is open to collaboration and has previously proposed similar terms within the "victory plan" for the autumn of 2024. "Discussions about rare earth minerals fit into the broader context of Trump's statements. He is primarily a businessman who follows his own path; he is a man of pressure and will likely apply pressure on the Ukrainian side. We find ourselves in a situation of hopelessness to some extent because peace and an end to the war are needed. Trump understands this, and we are prepared to make concessions," noted Mikhail Shabanov.

Conditions for Ukraine

At the same time, the terms of a potential agreement have not yet been defined. Ukraine could potentially benefit from investments, but there are risks associated with the activities of foreign commercial entities on our territory. This is particularly concerning given that a significant portion of rare earth minerals is located in temporarily occupied territories.

"In this regard, it is unclear how Trump perceives the situation, as pressure on Russia is still needed. Or does he desire so-called agreements regarding these territories between Ukraine and Russia? This remains ambiguous. Trump leaves points after his statements that so-called experts speculate about," the expert remarked.

Since a concrete cooperation plan has not yet been presented, it is challenging to assess the initiatives of the United States.
