Putin has devised a new justification for the war in Ukraine, according to the Institute for the Study of War (ISW).

Russian dictator Vladimir Putin stated that Russia had no choice but to launch a full-scale invasion of Ukraine. He also mentioned that this action should have been taken before February 2022.
