Kharkiv region emerged as the most active area in attracting the unemployed and internally displaced persons within the "Army of Recovery" initiative.

Since the launch of the program aimed at engaging unemployed Ukrainians and internally displaced persons (IDPs) in socially beneficial work called "Army of Restoration," Kharkiv region has emerged as a leader in the number of job placements. The total has reached 34,000 since the program began, according to the State Employment Service's report on their website this Wednesday.

The Kharkiv region has become a leader in the number of job placements issued under the program aimed at engaging unemployed Ukrainians and internally displaced persons (IDPs) in socially beneficial work, known as the "Army of Restoration." Since the program's inception, the number of job placements has reached 34,000, reports the State Employment Service on its website this Wednesday.

According to the published data, since the program launched in October 2022, a total of 226,000 job placements have been issued. The most active regions also include Donetsk (26,000), Kyiv (25,000), Chernihiv (24,000), and Poltava region (23,000 job placements).

In terms of paid wages, the total amount disbursed under the program has approached nearly 2 billion UAH.

The State Employment Service noted that there are already some results from the project for 2025: 10,000 job placements have been issued for temporarily unemployed Ukrainians and unoccupied IDPs, with wages financed amounting to nearly 70 million UAH.

It is emphasized that participation in the program not only provides temporary work that allows individuals to receive financial support but also offers a real opportunity for project participants to find stable and permanent employment, helping them to restore their financial situation and return to the active labor market.

Moreover, the State Employment Service assures that the initiative promotes the development of skills and qualifications that could be beneficial for future projects, enhancing their competitiveness in the labor market.

Within the project, participants engage in various tasks: from assisting those affected by hostilities to restoring critical infrastructure and constructing facilities for the needs of the Armed Forces of Ukraine. The scope of work is determined by the needs of each specific region. Military command, together with military administrations, identifies what specific tasks are necessary in that region, after which this information is relayed to the employment service.

The service, in turn, invites job seekers registered with them to join such work. Participants sign a fixed-term employment contract for the duration of the work, with payment amounting to up to 1.5 times the minimum wage, which currently equals 12,000 UAH for a full month of work.

Currently, the program is in demand across 19 regions, with the most common job placements throughout its operation being the provision of essential services to citizens affected by hostilities, targeted assistance to IDPs and low-mobility groups; unloading, packaging, and delivery of humanitarian aid; provision of social services to citizens in areas with concentrations of IDPs and individuals affected by hostilities; performing auxiliary tasks for the needs of the Armed Forces; debris removal, restoration of residential buildings and premises, and clearing of railway tracks and roads.

Furthermore, the State Employment Service added that thanks to the project, about 30% of participants have already received job offers from employers for permanent employment.
