"We believe that it is a sovereign decision for each country to determine which projects it will pursue in the energy sector. We have the impression that, in Ukraine's case, this is a wise decision because, as we see today, nuclear energy has remained the foundation that supported the economy during an extremely difficult time of war for each country," he told reporters in Kyiv on Tuesday after visiting one of the energy substations.

Grossi mentioned that he discussed the project for completing the KhNPP units 3 and 4 with Energy Minister Herman Halushchenko and the head of the National Nuclear Energy Generating Company "Energoatom" Petro Kotin, and he also intends to discuss it with President of Ukraine Volodymyr Zelensky.

"I look forward to speaking with the president later today about this because the agency is, of course, ready (to assist - ER), and we have already begun certain analytical work in specific areas where we could provide a safety assessment of the project," he said, adding that certain results of the discussions may be announced as early as today.

According to him, this would be a very interesting project, as there have not yet been examples of returning to the suspended construction of a nuclear power plant.

Grossi added that he is aware of the "significant efforts and investments" Ukraine is making to complete units 3 and 4 of the KhNPP, which are 80% complete for unit 3 and 25% for unit 4, as well as Ukraine's intentions to use reactor equipment that Bulgaria previously did not utilize at the Belene site.

"The internal situation of the country, while relevant and important, is not a decisive factor for us. Each country decides in accordance with its own constitution and political situation whether it intends to continue something," emphasized the head of the IAEA.

At the same time, he stressed that it is important for the international community to have assurance that there will be no safety issues.

"And I reiterate: we have begun to draft what we call a technical assignment, meaning what we are going to look into," Grossi emphasized.

As reported, on Tuesday, February 4, marks the 11th visit of IAEA Director General Grossi to Ukraine since the onset of Russia's full-scale aggression. During this visit, he mentioned his visit to the "Kyiv 750kV" substation, which he called critically important for Ukraine's nuclear energy. At a briefing, he stated that he is scheduled to visit Moscow later this week, as it is necessary to "keep communication channels open."
