The Energy Community Secretariat is expecting the approval of the supervisory board of NEC "Ukrenergo" by December 9 of this year, after which it will analyze whether there are any issues regarding its certification as an independent transmission system operator, stated the head of its Kyiv office, former Minister of Energy Oleksiy Orzhel.
"We have a deadline – December 9, when the supervisory board should be approved. Four independent members have already been confirmed, while three representatives from the government are under consideration. The Energy Community Secretariat has already assessed the candidates from the government regarding whether this entity has been involved in other energy companies and if there are any conflicts of interest. We can only provide such an assessment. Now it is up to the government to make a decision on the nominations," Orzhel commented to "Energy Reform" during the Energy Security Dialogue-2024 organized by DiXi Group in Kyiv on Wednesday.
Orzhel did not specify which particular candidates were being considered by the Energy Community Secretariat or if they had any conflicts of interest, but he added that after the supervisory board is approved, he will analyze whether there are still any issues regarding corporate governance at NEC, and this will determine the further consideration of the certification issue for "Ukrenergo."
As reported, in October of this year, the director of the European Energy Community Secretariat, Artur Lorkowski, in a letter to the head of the national energy regulator NKREKU, Yuriy Vlasenko, indicated that the absence of a supervisory board at NEC "Ukrenergo" poses a threat to its certification as an independent transmission system operator, which is essential for synchronizing the Ukrainian and European energy systems. In his opinion, the supervisory board of "Ukrenergo" should be formed by December 9, when the term of the only independent member expires (following the resignation of Daniil Dobbeni and Peder Andreasen, who described the dismissal of "Ukrenergo" head Volodymyr Kudrytskyi as politically motivated).
The head of NKREKU, Vlasenko, stated in a comment to "Energy Reform" at that time that there are no grounds for revoking the certification of NEC "Ukrenergo" as an independent transmission system operator.
On November 26, the Cabinet of Ministers of Ukraine approved four independent members for the supervisory board of NEC "Ukrenergo". They are Patrick Greichen, Luigi de Franceschi, Eppe Kofod, and Jan Montell.
Sources from "Energy Reform" in the market mentioned Dmitry Olefir, the former head of the Market Operator, as one of the candidates for the role of a supervisory board member from the government, who participated in the selection process for NKREKU members this year.
