Prime Minister Denis Shmyhal states that the requirement for an average salary at 2.5 times the minimum wage for reserving against mobilization embodies the principle of "fight or work."
"This truly reflects the principle of 'fight or work' (the existence of an average salary at 2.5 times the minimum wage for reservation – IF-U). Either the company operates and contributes to the budget by paying the appropriate salary levels and coming out of the shadows, or such companies take measures to ensure that salary levels are increased to meet industry averages," Shmyhal said during the "question hour for the government" in the Verkhovna Rada on Friday, which was streamed live on YouTube by MP Oleksiy Honcharenko (European Solidarity faction), while responding to a question about regional imbalances in reservation criteria concerning salaries.
As reported, at the end of November, the government published resolution No. 1332 with an updated procedure for reservation against mobilization using the state portal "Diia," which requires all enterprises currently holding this status to confirm their criticality by February 28, 2025, in order to keep their employees reserved. According to the document, enterprises will now need to maintain an average salary of at least 2.5 times the minimum wage (currently 20,000 UAH per month) for the last quarter, and their employees eligible for reservation must also have such a salary for at least one month during that quarter.
